Our governmental services staff is devoted to serving governmental entities.  As a result, we are available and focused throughout the year to assist with client needs.  Some of the governmental planning and consulting services we provide include:

  • Arbitrage Services
    HLB Tautges Redpath helps clients cost-effectively manage compliance with arbitrage regulations.  Our specialized training and staff experience enables us to handle a variety of complex arbitrage issues.
  • Debt Services Studies
    We work with clients to conduct debt service studies to generate cash projections of future transactions relating to individual bond issues and debt service accounts or funds. The cash projections are then analyzed, reviewed and interpreted to allow the city to manage these funds.
  • Utility Rate Studies

    We assist governmental entities in determining future rate requirements for utilities. Our utility rate study includes the anticipated impact of items such as:

    • Scheduled repairs and replacements
    • Utility charges to customers outside the city limits
    • Fund equity requirements
    • Cash balance requirements
  • Tax Increment Financing
    HLB Tautges Redpath assists governmental entities with the preparation of annual Office of the State Auditor (OSA) tax increment financing reporting forms or with responding to a tax increment financing audit.
  • Cost Allocation Studies
    Minnesota Law requires municipalities to report expenses associated with construction and development fees. Direct costs associated with permit fees, engineering fees, and planning and zoning fees are readily attainable in most accounting systems. However, when it comes to allocating indirect expenses associated with the construction or development project such as depreciation, allocation of overhead, and cross departmental participation, few systems can easily capture this information.

    We help cities with cost allocation requirements by conducting complete cost allocation studies, reviewing completed internal studies, or offering guidance and advice in setting up internal processes to track costs on a consistent basis.
